Construction Management Services for the DNT/PGBT Interchange & Ramp Modifications and DNT Widening from PGBT to South of Parker Road

Kilan provides inspection services to the Construction Managers (Huitt-Zollars and Parsons Brinkerhoff) supporting the relocation and continued operation of existing fiber optic cable, utilities, and ETCS/ITS infrastructure for the retrofit of the Dallas North Tollway (DNT) / President George Bush Turnpike (PGBT) Interchange and widening of the Dallas North Tollway from PGBT to south of Parker Road. The Kilan team conducts ongoing daily field inspection of construction activities; provides daily inspection reports, including details and activities conducted by both the civil constructor and fiber subcontractor; reviews and approves quantities worked by the fiber subcontractor on the project and supports the review process for RFI’s and submittals generated on the project.

ITS and Electronic Toll Collection Design and Integration Technical Advisory Services
LBJ Express (LBJ), Segments 1-3

Kilan provided technical advisory, field-level support and system commissioning services to support the design, installation, integration and testing of Managed Lanes Systems (MLS) and ITS, NCS and TCS subsystems. Kilan was responsible for ongoing technical review of civil and system planning, design and testing documentation; field evaluation of ongoing and completed work activities conducted by the Field-Level System Integrator (FLSI) and roadway infrastructure construction contractors and the identification and recommendation of design and operational system enhancements and cost reduction or containment strategies. System commissioning support services included the development of system commissioning processes and procedures, the evaluation of submitted test plans and test cases; field-level evaluation of civil construction and system integration work tasks; the on-site evaluation, observation and witnessing of conducted field-level system testing activities and verification of submitted test results; the identification and documentation of areas of integration non-compliance; and the reporting of system testing and commissioning progress and status. Additional services included schedule support, as-built documentation review, the development of an asset location application, the implementation of an Enterprise Geographic Information Systems (GIS) and Asset Management System (EAMS) and the evaluation of tolling Back Office System (BOS) processes.

Construction was completed in the Summer 2015 and the corridor opened on September 10, 2015 four months ahead of schedule. Project was recognized by the Intelligent Transportation Society Texas, November 2015 for being delivered on time and under budget.

Technical Oversight and Inspection Support

Kilan provides technical oversight and inspection services and will ultimately support system commissioning and acceptance. Work includes the evaluation of the construction of the MLS, ITS, NCS and TCS civil infrastructure, such as device/gantry foundations and structures; underground electrical and communications conduit infrastructure and system device enclosures as well as the installation, integration and testing of Fiber Optic Cable (FOC) telecommunications systems and ITS, ETCS and NCS technical components. System commissioning support services included the field-level evaluation of civil construction and system integration work tasks; the on-site evaluation, observation and witnessing of conducted field-level system testing activities and verification of submitted test results; the identification and documentation of areas of integration non-compliance; and the reporting of system testing and commissioning progress and status.

Intelligent Transportation Systems (ITS) Program Management and Integration Oversight Services

The Kilan team provided program management, integration support and technical advisory consulting services relating to the design, construction and integration of the Authority’s Intelligent Transportation System (ITS), Electronic Toll Collection System (ETCS) and fiber optic Network Communication Systems (NCS). Kilan’s primary responsibilities include oversight of design, construction and integration teams; the review of submitted technical documentation; the recommendation of design, construction, integration and operational enhancements; the assessment and evaluation of integrated system performance and the identification of schedule acceleration and cost containment strategies based on lessons learned and accepted industry best practices.

Deployed systems include more than 120-miles of fiber optic cable and associated optical network components; wireless communication systems; field-level tolling components, including gantry structures and tolling system hardware and software; approximately two hundred (223) roadway Closed Circuit Television (CCTV) camera locations and the integration of a fully automated Incident Detection Systems (IDS) to monitor traffic conditions; twenty-two (26) Dynamic Message Signs (DMS) and forty-two (42) AVI Travel Times Sensors (TTS) and eleven (11) Road Weather Information Systems (RWIS) sensors.

Independent Technical Review Services
SH130, Sections 5 and 6

The Kilan team provided Independent Technical Review (ITR) services to the SH130 in support of the design, installation, integration and testing of Intelligent Transportation Systems (ITS), Electronic Toll Collection System (ETCS) and Network Communication Systems (NCS) along 70 miles of State Highway 130 near Austin, Texas. The team was responsible for integration management support, including issue and risk management, schedule management and communications management; ITS and ETCS design review and coordination; the technical review of planning, design and testing documentation; field evaluation of ongoing and completed ITS, ETCS and NCS civil construction, installation, integration and testing activities and the identification and recommendation of design and operational system enhancements and cost reduction or containment strategies.

Electronic Toll Collection System Technical Oversight

Kilan was responsible for the provision of technical advisory and oversight services relating to the planning, design, installation and integration of the Authority’s Electronic Toll Collection System (ETCS) Field Level Systems (FLS), including the design of ETC physical infrastructure, including ramp and main-lane gantries and related communications and electrical infrastructure and the development of all standards governing the design and installation of ETCS FLS. This work also included design and technical coordination with designated corridor and construction management teams, support of ETCS integration and testing and ongoing management reporting and internal / external outreach activities.
