Scope of work includes daily inspection and reporting, multidisciplinary coordination between the design-build team, TxDOT, construction contractors and regional municipalities, the systems engineering review of civil design, and ongoing technical support throughout system construction, implementation and testing.

Project Name: Construction Management Services for the Extension of DNT over US 380 – Prosper, TX

Kilan provides record keeping services and ongoing inspection support for the extension of DNT over US 380. Record keeping services include the management of project records for the extension and adjacent wall reinforcement projects such as confirming daily inspection reports, project submittals, contractor’s certified payroll and material on hand, preparing monthly pay estimates, supporting project audits and the project closeout file system. Inspection services include the observation of installed Electronic Toll Collection System (ETCS) and ITS structures and electrical, illumination and fiber optic telecommunication system infrastructure.

Project Name: LBJ Express, Segments 1, 2 & 3 – Independent Technical Advisor – Dallas, TX

Kilan acted as the Technical Advisor (TA) throughout the design, construction, integration and testing of this thirteen (13) mile, dynamically tolled, Managed Lanes System (MLS) which included approximately 5-miles of depressed infrastructure.

Kilan provided MLS, ITS, and NCS construction inspection services; systems engineering; the Independent Verification and Validation (IV&V) of civil and system design and technical documentation; oversight of the MLS Field-Level System Integrator (FLSI) and systems commissioning services, including the review of submitted test plans, the observation of test procedures, and the validation of test results.

Additional support included the development of High Occupancy Vehicle (HOV) / High Occupancy Toll (HOT) lane civil infrastructure Plans, Specifications and Estimates (PS&E); the design of the First Responder Radio System (FRRS) infrastructure and GIS mapping services for the identification, location, and classification of field assets.

Kilan acted as the certified Systems Commissioning Agent (CxA) and Technical Advisor (TA) throughout the design, construction, integration and testing of this twenty-six (26) mile, dynamically tolled, Managed Lanes System (MLS).

Kilan provided technical oversight; schedule management and inspection services throughout the construction and installation of the MLS, ITS and Network Communication System (NCS); performed Independent Verification and Validation (IV&V) of third-party system design; implementation and testing documentation; observed and verified system testing activities; supported system acceptance procedures; conducted system performance audits and provided ongoing technical liaison support with the North Carolina Department of Transportation (NCDOT) and the North Carolina Turnpike Authority (NCTA).

Project Name: Construction Management Services for the SRT 4th Lane Widening from Denton Tap to DNT and from DNT to US 75 – Plano, TX

Kilan provided inspection services supporting the relocation and continued operation of existing electrical services, roadway illumination, fiber optic cable and ETCS/ITS infrastructure for the retrofit of the Sam Rayburn Tollway (SRT) from Denton Tap to DNT and from DNT to US 75. Scope of work included electrical and ITS inspection, systems engineering and technical coordination between NTTA staff, construction management teams and construction personnel.

Project Name: Construction Administration Services for SH289 and SH121 Improvements – Frisco, TX

Kilan provided inspection services to the City of Frisco for the Preston Road Intersection Improvement Project, which added turn lanes and modified traffic signals at major intersections along Preston Road between Warren Parkway and Main Street to increase signal efficiency and provide additional capacity to the roadway. Responsibilities included the inspection of traffic signal conversion and installation and the relocation of intersection illumination services.

Kilan provided inspection services to the City of Terrell for the SH148 North improvement project. Responsibilities included oversight during the construction of roadway electrical and illumination systems and the installation and testing of traffic signals, electrical code compliance reviews and technical coordination between the roadway construction and signal installation teams.

Responsibilities included system engineering analysis, Independent Verification and Validation (IV&V), vendor coordination and schedule management, risk management, and ORT, ITS and NCS inspection services.

Project Name: Construction Management and Material Testing Services for MCLB Pavement Rehabilitation and New Toll Gantry – Dallas, TX

Kilan provided inspection services throughout the rehabilitation of the Mountain Creek Lake Bridge (MCLB), which included the removal and replacement of ETCS and ITS structures and their associated electrical and telecommunications infrastructure.

Kilan performed inspections and technical advisory support throughout the establishment of temporary tolling, the demolition of the existing toll gantry and operations buildings and the installation of the new main-lane toll gantry.
