Kilan provides technical support and value engineering services throughout the evaluation and finalization of Electronic Toll Collection System (ETCS), Intelligent Transportation System (ITS), illumination and telecommunications design plans for the I-635 LBJ East corridor. Scope of work includes multidisciplinary coordination between the design-build team, ETCS and ITS Field Level System Integrator (FLSI) and regional municipalities; the compliance review of civil design plans with contract requirements, TxDOT standards and specifications and FLSI technical requirements, and systems engineering.

Project Name: SH 99 Segments H, I-1 and I-2 – Houston, TX

Kilan provided ITS and electrical engineering and value engineering services throughout the planning, design, procurement and construction of ETCS, ITS, fiber optic Network Communication System (NCS) and roadway electrical and illumination systems along Segments H, I-1 and I-2 of SH 99 / Grand Parkway. Kilan performed value engineering studies on third-party electrical, ITS and ETCS design plans, provided technical guidance during the design of fiber optic cable splicing and termination plans, and supported the evaluation and selection of ITS construction contractors.

Project Name: Harbor Bridge Replacement Project – Corpus Christi, TX

Kilan provided electrical, illumination and ITS engineering services throughout the design and construction of the six (6) mile US 181 Harbor Bridge Project. Kilan’s responsibilities included technical support throughout the development of electrical, illumination and ITS Plans, Specifications and Estimates (PS&E); systems engineering and alternatives analysis; technical advisory support throughout the design and implementation of the bridge’s aesthetic features and nighttime LED lighting systems, and ongoing construction-phase support.

Project Name: RGV 07 Border Infrastructure Design/Build – McAllen, TX

Kilan provided electrical and illumination engineering design services for the Rio Grande Valley Sector 07 Border Infrastructure construction project. Kilan provided technical support throughout the development of electrical and ITS Plans, Specifications and Estimates (PS&E), systems engineering relating to the placement and design of specialized security and surveillance infrastructure, including vehicle gates, and Relocatable Video Surveillance System (RVSS) towers and ongoing construction-phase technical support.
