Project Name: Project Management Information System (PMIS) – Procurement & Implementation Support – Fort Worth, TX

Kilan provides project management for the planning, procurement and implementation of a Project Management Information System (PMIS) supporting the management and reporting of the City of Fort Worth’s capital program budget and costs.

Responsibilities include ongoing project management, stakeholder coordination, development of system requirements and business processes, technical support during the development of the PMIS procurement documentation, evaluation of proposals and selection of a system integrator, and providing project management services throughout system implementation and acceptance.

Project Name: Advanced Traffic Management System (ATMS) Upgrade and Replacement – Dallas, TX

Kilan served as a technical consultant throughout the procurement, design, deployment and testing of a cloud-based Advanced Traffic Management System (ATMS) with integrated Video Management System (VMS) and Asset Management System (AMS). Responsibilities included requirements development and tracing, procurement support through vendor selection and negotiation, risk management, technical compliance review, system testing and commissioning, and the documentation of transportation asset management processes.

Project Name: TxDOT-TOD Support Services - Austin, TX

Kilan provided subcontracted technical advisory and help desk support to TxDOT–TOD for their Electronic Toll Collection System (ETCS) and field-level Network Communication System (NCS) installation, integration and maintenance support, providing daily support and troubleshooting of Local Area Network (LAN) and Wide Area Network (WAN) system issues and developing preventive and reactive response strategies and performance of daily IT service desk tasks.

Project Name: SH 288 Toll Lanes Expansion – Houston, TX

Kilan provided technical coordination for the design of the SH288 network infrastructure supporting the operation of the Express Toll Lanes and interoperability between Blueridge Transportation Group (BTG), the Harris County Toll Road Authority (HCTRA) and Texas Department of Transportation (TxDOT-TOD).

Work included design compliance review, systems engineering, technical coordination with BTG, HCTRA, TxDOT-TOD personnel, hardware and software compatibility analysis, and a comprehensive network security audit.

Project Name: Post Oak Boulevard Dedicated Bus Lanes – Houston, TX

Kilan provided technical advisory support throughout the documentation of Network Communications System (NCS) technical requirements for the Post Oak Boulevard Dedicated Bus Lanes project.

Responsibilities included the evaluation of civil design plans, coordination with regional partners and the evaluation of technical solutions capable of enhancing commuter bus operation and ridership. Additional support included the assessment of emerging “Smart City” technology solutions capable of enhancing urban communication, collaboration, mobility and security.

Project Name: Enterprise Project Delivery System (EPDS) Replacement Data Migration – Plano, TX

Kilan led the data migration for NTTA’s Enterprise Project Delivery System (EPDS) replacement. Scope of work included extraction/transformation of legacy data for budgets, costs, projects, contracts, work authorizations, change orders, supplemental agreements, invoices, pay estimates, RFI’s, design and construction submittals, correspondence, drawing packages, non-conformance reports, daily inspection reports, meeting minutes, and companies and contacts, and migration of legacy file attachments and audit logs.

Project Name: Enterprise Project Delivery System Replacement – Plano, TX

Kilan provided program management and technical advisory services for the planning, procurement, design, development, testing, implementation, training, maintenance and support of NTTA’s Enterprise Project Delivery System (EPDS) replacement.

Responsibilities included project management and technical support throughout all phases of the project for the client’s on-premise system implementation including hardware and software migrations and integrations with third-party systems.

Project Name: ETCS & ITS Program Management & Integration Oversight Services - Plano, TX

Kilan personnel supported the establishment of NTTA’s Intelligent Transportation System (ITS) program, providing program management and technical advisory consulting throughout the planning, design, construction and integration of ITS, ETCS and fiber optic NCS.

Responsibilities included program strategic planning; regional interoperability coordination; owner’s representation and procurement management; the development of ITS Plans, Specifications and Estimates (PS&E); systems engineering; Independent Verification and Validation (IV&V); technical support during the development of Traffic Management Center (TMC) operational procedures; oversight of third-party design, construction, and integration teams; construction management and inspection; system performance evaluation and management reporting.

Additionally, Kilan provided ongoing technical advisory support throughout NTTA’s system-wide conversion to All Electronic Tolling (AET) / Open Road Tolling (ORT).

Project Name: GIS and Enterprise Asset Management System Implementation Support – Dallas, TX

Kilan provided technical advisory services throughout the design and implementation of an Enterprise Geographic Information System (GIS). Support included coordinating project meetings, reviewing requirements documentation, providing updated design requirements for the geodatabase, converting CAD data to GIS format, loading converted GIS data to the geodatabase, establishing an Advanced Linear Referencing System (ALRS) within the Roads and Highways extension, and developing and publishing a map service to integrate Enterprise GIS assets with the Enterprise Asset Management (EAM) system.

Project Name: Enterprise GIS Implementation Support – El Paso, TX
